Note: The Design Library itself is included with SOLIDWORKS; you don’t typically “download” the pane separately. What you download or obtain are library content packs, e.g., supplier CAD libraries, Toolbox components, or community collections.

If you frequently create a specific cutout or a complex hole pattern, you can save that feature as a "Library Feature." Simply drag the feature from your Design Tree into the Design Library folder.
